Higher education in the U.S.A. has been confronted with many policy shocks for international students, ranging from rapid, significant changes in immigration policies, student statuses, and academic progression to life after school. This review will focus on policy shocks, evidence on international students, institutional responses to these policies, and implications of these policies on higher education. It closes by identifying research gaps and offering recommendations for policy and practice. The findings underscore that protecting international student well-being is not just a moral imperative but also a strategy necessary for U.S. universities in this globally competitive era.
